BOARD OF PUBLIC SAFETY
July 9, 2014
A REGULAR MEETING of the Board of Public Safety was held in the City Hall Auditorium on Wednesday,
July 9, 2014.
Those in attendance included Mayor Elinor Carbone, Corporation Counsel Raymond Rigat, Commissioners Darlene Battle, Richard Zaharek, Glenn McLeod and Robert Conforti, along with Fire Chief Gary Brunoli, Deputy Fire Chief Christopher Pepler, Police Chief Michael Maniago, Deputy Police Chief Christopher Smedick and Officer Steven Pisarski. Drakeville Fire Chief Michael Maccalous was also present.
Commissioners Douglas Benedetto and Angelo LaMonica were absent.
Mayor Carbone called the meeting to order at 5:38 p.m.
PINNING CEREMONY
Chief Brunoli congratulated the newly promoted including Captain Sterling, Captain Hutson, Lieutenant Ebner, Lieutenant Delisle and Lieutenant Ducotey.
MINUTES
On a motion by Commissioner Conforti, seconded by Commissioner Zaharek, the Board voted unanimously to accept the minutes of the regular meeting held June 4, 2014.
On a motion by Commissioner Zaharek, seconded by Commissioner McLeod, the Board voted unanimously to accept the minutes of the special and telephonic meeting held June 23, 2014.
OPEN TO THE PUBLIC
On a motion by Commissioner Conforti, seconded by Commissioner McLeod, the Board voted unanimously to open the meeting to the public. Atty. Conti requested that he be invited to the Executive Session.
POLICE CHIEF'S REPORT
On a motion by Commissioner Conforti, seconded by Commissioner Battle, the Board voted unanimously
to accept Chief Michael Maniago’s Report for May 2014.
OFFICER PISARSKI’S REPORT
On a motion by Commissioner Zaharek, seconded by Commissioner McLeod, the Board voted unanimously to accept Officer Steven Pisarski's Traffic Division Report for May 2014.
EXECUTIVE SESSION
On a motion by Commissioner --Conforti, seconded by Commissioner McLeod, the Board voted unanimously to enter Executive Session regarding Police Department Personnel at 5:48 p.m., inviting Chief Maniago, Deputy Chief Smedick, Atty. Conti and Atty. Rigat.
OPEN SESSION
On a motion by Commissioner Battle, seconded by Commissioner Conforti, the Board voted unanimously to enter Open Session at 6:06 p.m.
PROMOTIONS/POLICE DEPT: R. Toledo & R. Loucks
On a motion by Commissioner Conforti, seconded by Commissioner Zaharek, the Board voted unanimously to promote Off. Ricardo Toledo and Off. Richard Loucks to Patrolman C as regular members of the Torrington Police Department, having completed their probationary period, effective June 24, 2014. Chief Maniago said they have both performed admirably and their promotion is highly recommended.
FIRE CHIEF'S REPORT
On a motion by Commissioner McLeod, seconded by Commissioner Conforti, the Board voted unanimously to accept Fire Chief Brunoli's Report for May 2014.
EMERGENCY MANAGEMENT REPORT
On a motion by Commissioner Conforti, seconded by Commissioner Zaharek, the Board voted unanimously to accept the Emergency Management Report for May 2014.
DEPUTY FIRE CHIEF'S REPORT
On a motion by Commissioner Conforti, seconded by Commissioner McLeod, the Board voted unanimously to accept Deputy Fire Chief Pepler's Report for May 2014. Deputy Chief Pepler explained the Everbridge system.
FIRE MARSHAL'S REPORT
On a motion by Commissioner Zaharek, seconded by Commissioner Conforti, the Board voted unanimously to accept Fire Marshal Tharau's Report for May 2014.
TRAINING OFFICER'S REPORT
On a motion by Commissioner McLeod, seconded by Commissioner Conforti, the Board voted unanimously to accept Training Officer Tripp's Report for May 2014.
EMS PROVIDER REPORT
On a motion by Commissioner McLeod, seconded by Commissioner Zaharek, the Board voted unanimously to accept the EMS Provider Activity Report for May 2014.
BUSINESS: DEPT. HEADS
On a motion by Commissioner Conforti, seconded by Commissioner McLeod, the Board voted unanimously to consider business by Department Heads.
Chief Maniago gave an update on staffing levels, congratulated Officers Gallagher and Gonska for their lifesaving efforts, and thanked Big Y Supermarket for donating water to a recent accident scene.
Chief Brunoli thanked the Torringford and Drakeville Fire Departments for their annual dinners and thanked Chief Newkirk for 37 years of service. He invited the Board to the new firefighters’ graduation ceremony on Saturday, July 12th at 9:00 a.m. and thanked those recently retired whose combined service totals almost 300 years.
Deputy Chief Pepler praised the new group of firefighters who have exceeded his expectations and provided a great opportunity to move the department in a positive direction.
ADD TO AGENDA
On a motion by Commissioner McLeod, seconded by Commissioner Conforti, the Board voted unanimously to add to the agenda.
POLICE DEPT. BUDGET CUT
On a motion by Commissioner McLeod, seconded by Commissioner Conforti, the Board voted unanimously to receive and accept Chief Maniago’s proposed budget cut of $26,744 achieved by a six-month delay in hiring a police officer. Commissioners McLeod and Conforti commended the Chief.
BUSINESS: VOLUNTEER FIRE DEPARTMENTS
On a motion by Commissioner Battle, seconded by Commissioner Conforti, the Board voted unanimously to consider business by Volunteer Fire Departments. Chief Maccalous thanked those that attended Drakeville’s dinner.
BUSINESS: MAYOR & MEMBERS
On a motion by Commissioner Battle, seconded by Commissioner Conforti, the Board voted unanimously to consider business by the Mayor and members of the Board of Public Safety. All members congratulated the newly retired and newly promoted. Mayor Carbone updated the board on her efforts towards a Memorandum of Understanding for the Volunteer Fire Departments.
ADJOURNMENT
On a motion by Commissioner Conforti, seconded by Commissioner Zaharek, the Board voted unanimously to adjourn at 6:26 p.m.
